Friendsview is seeking a Health Services Administrator to provide leadership for the health care services provided to its residents. Friendsview is a non-profit, faith-based senior living community located in Newberg, Oregon.

The Health Services Administrator oversees the operation of the Charles Beals Plaza Health Care Center, Residential Care Center neighborhood, Gardenview Memory Care neighborhood, and Care At Home Services. The Health Services Administrator also serves as HIPAA Compliance Officer. As a member of the senior administrative team, the person will work collaboratively with other departments to implement strategies that support the mission of Friendsview.

The ideal candidate will be able to develop finance strategies that meet operational goals, oversee resident admissions, ensure legal and regulatory compliance, provide quality control for healthcare delivery, provide risk management strategies for the organization, and work with clinical and staffing leadership to ensure employee success.

Reports to:

The Health Services Administrator reports to the Chief Operations Officer (COO).

Core Competencies:

  • Works with the senior leadership team and key staff regarding strategic or departmental issues related to community-wide health services.
  • Provides leadership to and oversees supervision of health services employees in all aspects of employment. Develops and supports a culture of trust, fostering open communication and a learning environment where employees can grow and thrive.
  • Provides leadership to the health services leadership team. Supervises and collaborates with the Clinical Services Manager and the Risk Management and Infection Control Specialist to ensure appropriate care planning and response to healthcare residents’ needs.
  • Supports the English Language Learner program as well as other Career Pathway programs within Friendsview to support a skilled, diverse workforce of health services staff.
  • Ensures the development and administration of standards of practice, policies, and procedures to assure that the care, health, and safety needs of the residents are being met.
  • Assures compliance with State and Federal Rules and Regulations pertaining to Residential Care, Memory Care, and In-Home Care licensed programs at Friendsview.
  • Develops Health Services Department budget and participates with the Chief Operations Officer, Executive Director, CFO, and senior administrative leadership team in the development of the organization’s budget.
  • Contributes to organizational strategic planning, anticipating future health services’ needs, identifying services and practices that meet said needs, and ensuring that Friendsview’s mission and values are alive and present in the Health Services Department.
  • Serves as Friendsview’s HIPAA Compliance Officer. Implements and maintains HIPAA compliance program and ensures all Friendsview employees receive required training.
  • Develops and implements the organizational risk management program in collaboration with Friendsview’s Chief Operating Officer and the Risk Management/Infection Control Specialist.
  • Implements and manages a formal Quality Assurance and Corporate Compliance program that will objectively measure resident outcomes and risk indicators, safe resident handling program outcomes, as well as other areas of corporate risk.
  • Participates in Leading Age Oregon, Friends Services Alliance, Peace Church Risk Retention Group, and Caring Communities as well as other relevant industry organizations.

Additional Skills and Characteristics:

  • Supervising (direct reports and level of supervision): Full managerial responsibility including providing direction to department staff. Supervisory span may include direct and indirect reports, and contractors, encompassing different types of work. Final managerial authority and responsibility for the health services department rests at this level.
  • Decision Making: Exceptional problem-solving skills. Scope of decisions affects several groups or is community-wide. Must be able to act independently under general guidelines. Must be able to prioritize workload and handle frequent interruptions. Potential risk and adverse impacts on the organization must be considered. Must be able to remain objective in stressful situations.
  • Interpersonal Skills/Interactions: Excellent interpersonal, communication, and relationship-building skills. Contacts contain non-routine and complex professional, technical, or business information that requires discussion, explanation, negotiation, persuasion, interpretation and/or analysis. Interacts with all levels and groups within the organization, with external constituents, and with industry peers. Must be able to effectively work with residents exhibiting difficult behavior, families making difficult decisions, as well as visitors and state/government employees. The resulting impact is critical to the well-being of the organization. Formal presentations are a regular part of the position. Communication and interpersonal skills play a significant role in the successful completion of job responsibilities.
  • Impact: Influences significant dollar amounts. Responsibility for the prudent use of assets encompasses major portions of the organization.

Education/Professional Qualifications:

  • Administrator requirements: Current Oregon RCF/ALF Administrator’s Licenserequired, with relevant leadership experience in health services administration.
  • At least two years of professional or management experience (that has occurred within the last five years) in a health or social service-related field or program or has a combination of applicable experience and education; or possesses an accredited bachelor’s degree in a health or social service-related field.
  • Nursing Home Administrator’s license and long-term care administrative experience preferred.
  • Minimum 2 years of experience in residential care, nursing facility, hospital, or inpatient rehabilitation facility. Other relevant experience may substitute.
  • Five to ten years of increasingly responsible experience in relevant aspects of health services management and leadership, and at least three years of experience in a supervisory role.
  • Minimum three years of experience developing and managing budgets.
  • Must maintain 20 hours of documented department-approved continuing education credits each year.
  • Must maintain current CPR, AED, and abdominal thrust certification.
